1-What should I look for in a private investigator?

Check first to ensure that the investigator is licensed (http://www.dca.ca.gov/bsis) and insured and what the PI specializes in.  Make sure that the company can assist you in your investigation.  If not, they should be able to refer you to another company that can.

2-How do I get the investigation started?

Make sure that all the pertinent details have been discussed and agreed upon.  The PI will have you sign a contract (service agreement) so that all parties involved understand what is to be accomplished, by who, in what amount of time, and how much the cost will be.

3-Will I have to pay a retainer fee?

Yes, most PI's will ask for and receive a retainer fee before starting an investigation.  The usual retainer fee amount may be 50% of the cost of the investigation.  The retainer fee should be paid prior to the start of the investigation.  Any additional fees should be paid once the initial retainer fee is exhausted.

4-All I want is a database inquiry.  Is this an hourly rate or a flat fee?

A database inquiry is usually a flat fee.  The client and PI will determine exactly what information the client needs and why this information is needed.  The PI will determine if the requested information is public information.  Public information laws very from state to state.  Once this is determined, a price will be negotiated.  The client will have to pay the fee up front.  Usually this type of information can be obtained instantly or within a 1-2 day turnaround.
